Yes, it's good strategy nfp. It works against people especially, becouse they think you have many ships and see many big planest and worry attack you. But during midle play 100% is not good idea I think.

I think, that you must hit hard and you must hit rely quick, i do groups of attacking fleet to conquer large words or 3-4 planets in one attack. if somebody sends ships against me, a see that and send enough ships to defend this world.. i assume  that attacker has longer distance to attack than i to send reinforcements. so i use 100% beggining, sometimes i use first two 50% to conquer few bare planets.
But the most important think is knowledge of strategy your opponent, you must know what he want to do. you must be step before, you must force you opponent to do what you want. then you can win, if you are only reacting to opponents actions you cannot win.

I think it depends. On real time strategy games, there's usually micromanagement of troops in combat. But in this case, there's nothing but production and output. So, the goal here should be to get the most production and use your output the fastest.

I spend 100% of my initial ships, not all on one planet, but distributed approximately "just enough" to defeat nearby neutral planets. Of course, you can't do that all the time. Adjust accordingly to put "just enough" to defend your planets if enemies are close. And if someone is sending ships at you, don't just horde defensively on that one planet. If they send 5 ship per sec, defend with 6 ship per sec, or 30 ships per 5 seconds, and attack with the rest.

WRONG Becephalus!  Take over ALL the planets, it's better than having none.  =)
