Some players like to call out "camper" at anyone who is not fighting with all their strength.

In the normal 3 way end-game, the only time a player needs to use every ship is when another player is as strong as all the other players put together.

Given the normal standoffs in every game though, this is actually pretty rare. Some players may get to the last three but have twice as many ships because they avoided fighting earlier.

A few players sometimes accuse me of "camping" or say "you never fight!", and I'd like to ellaborate on this.

What you actually mean to say is "you never throw all your ships away whilst I do absolutely nothing and let me win". 

The ammount of ships the player should use is proportionate to the ammount YOU use. In a game today I threw away 2000 ships (which was half my fleet) against the big player whilst the other little guy didn't even move a ship. 

Personally, I will attack almost any time I am stronger than another player until there are only 3 players left, and I will only ever totally stop if I get ganged up on by two roughly equal players, or it is clear that the other two are going to keep fighting hard and let me win (and by that I mean they are ALREADY fighting, I don't wait for it to happen)

Today, a player said "you never fight! when he attacks your planets you move your ships!". The latter is of course true. Unless the other player owns more than half the map, it doesnt matter if I don't spend ships on them. I'm moving my ships around to attack their weaker spots and gain production with minimum ship loss, and you (the ones saying "you don't fight") should do the same.

Of COURSE I want you to lose ships whilst I don't, thats how the game is played! but if you sit on your planets and do absolutely nothing then good players aren't going to throw their ships away.

Get involved in the game, attack the players that you need to, hide stockpiles of ships as you go if you want, and try to manouvre or trick the other players into making a mistake. Don't just wait and hope they'll do it on their own.

Yup. I've given up keeping my reserves all on one planet now since you started using that method :)

It's more effective just to decide an ammount of ships that you don't want to lose when you attack and just keep that many out of the way, even if its several fleets of 300 instead of one of 1000. Harder to keep a track of for me, but also for the other players :)

I dont get the point of keeping reserves in one planet. Everyone knows u got alot of ships anyway, so hiding them is impossible. It would help fool new guys, but most blue flags should be able to fight them off.
