First thing to note: A cannot attack B in this position. If A sends any ships at B's territory, B can conquer A's territory and then pursue. B would have control of all of the planets, and both players' fleets would be in roughly the same position (i.e. en route from A's cluster to B's cluster). That's emphatically a hopeless position for A.
So A will be playing a wholly defensive game. That's also not survivable: B only has to take one planet and then annihilate the fleets in order to tip the balance, whereas A has to hold on to every planet; B has no way to slip up, while it's inevitable that A will eventually make a mistake.

So when in doubt, put your ships in enemy territory.
- In a one-on-one situation, if you don't know what to do with a ship, throw it at any enemy planet. Worst case, it'll distract him a little and then cancel out with one of his ships. Best case, the planet will send its last ship somewhere right before your ship reaches it and you'll capture the planet.
- Don't hesitate. If you're about to be at war with someone, ordering your ships to attack him, a few seconds before he orders his ships to attack you, can give you an advantage.
- Be very sensitive about enemy ships in or near your territory. It doesn't matter how low the planet's production is or how expensive a war would be; if you let him park several hundred ships in one of your clusters, he'll have the capacity to conquer you, so every neutral planet in your territory is worth fighting for. Similarly, if someone starts sending ships into your territory, counterattack immediately; don't wait to see whether it's real or a feint. (Corollary: if your ships are going to pass through someone's territory on the way to attacking someone else--perhaps you're hoping to circle the ships around and so be in the target's territory before he realizes that you're attacking him--be sure to warn the person whose territory you're passing through before you do it, otherwise you'll end up fighting him instead of your intended target.)
